A person sometimes does something.  It may be accidental, needed, or by intent.  Sometimes another person might be involved.  It is upto those involved to settle their disputes in whatever way they see fit.  If they wish, they may ask for mediators.  But they should first try it between themselves.

“If your brother sins against you, tell him his fault between you and him alone.  If he listens to you, you have won your brother back.  If he doesn’t listen to you, take another or two and counsel with him.  If he listens, you have won your brother back.  If he still doesn’t listen, tell it to the congregation.  If he listens, you have won your brother back.  If he still does not listen, he is no longer your brother……”.  (Attributed to Jesus Christ)  Might still be your neighbor or friend, or enemy.  “Love your neighbor as yourself”.
